1.0 IMPORTANT INSTRUCTIONS TO ALL STUDENTS APPLYING FOR SAMIA SCHOLARSHIP
All SAMIA SCHOLARSHIP applicants for the academic year 2024/2025 are required to observe the following: –

• Read and follow the application procedures stated in
  these guidelines;
• Ensure that the Form Four Index Number provided when applying for the scholarship matches the one used in your application for admission to University or College;
• Ensure that the scholarship application form is duly filled and signed before submission;
• Ensure that your birth certificate is certified by the Registration, Insolvency and Trusteeship Agency (RITA), or Zanzibar Civil Status Registration Agency (ZCSRA) to ascertain its validity;
• Applicants with bank accounts are advised to fill in their bank account details correctly in the scholarship
  application form;
• Applicants with registered mobile phone numbers and National Identification Numbers (NIN) should fill in their details in the scholarship application form; and
• All applicants must strictly observe the set application deadline.

2.0 CRITERIA FOR SAMIA SCHOLARSHIP

• Must be Tanzanian;
• Must have a high performance in the Advanced Certificate of Secondary Education Examination (ACSEE) administered by the National Examinations Council of Tanzania (NECTA) in science combination subjects (PCB, PCM, CBG, PGM, CBA, PMC and CBN) for the relevant academic year;
• Must be admitted in a recognised Higher Education Institution to pursue priority programs (Science, Technology, Engineering, Mathematics and Health Science) in the 2024/2025 academic year. For Master Degree Program, an applicant must be admitted at the Nelson Mandela Institution of Science and Technology to pursue Science, Technology and Innovation programs (www.nm-aist.ac.tz or https://oas.nm-aist.ac.tz:8443/noas/);
• Must complete the Online Scholarship Application Form through the Online Application and Management System (OLAMS);
• Must be among the names selected by the Ministry of Education, Science and Technology to benefit with Samia Scholarship.

3.0 APPLICABLE RATES FOR SAMIA SCHOLARSHIP

Samia Scholarship beneficiaries will be awarded scholarship amounts according to the actual needs of the faculties in their respective colleges or universities. Applicable rates for the Samia Scholarship will be as follows:-

TUITION FEE
The student will be awarded a tuition fee at the amount not exceeding TZS 5,000,000/= per year.

MEALS & ACCOMMODATION
The student will be awarded Meals and Accommodation at the rate of TZS 10,000.00 per day. The funds will be paid in four instalments per year.

BOOKS AND STATIONARIES
A maximum amount of TZS. 200,000.00 per annum for books and stationery will be granted to cover the cost of books and stationaries.

SPECIAL FACULTY REQUIREMENTS
Special Faculty Requirements (SFR) up to 100% will be awarded for study programs that require special faculty requirement items based on the rates comparable to relevant institutions and the amount will be paid directly to the college/University.

FIELD PRACTICAL TRAINING
The student will be awarded an amount of TZS 10,000/= per day as living expenses for a period not eceeding 56 days during practical training.

RESEARCH
The student will be awarded research funds at a rate not exceeding TZS 500,000/= per year according to the schedule of the relevant college/University and the funds will be paid directly to the student.

ASSISTIVE DEVICES FOR STUDENTS WITH SPECIAL NEEDS A student with special needs will be awarded an amount not exceeding TZS 2,000,000/= for the purchase of assistive equipment. The amount will be disbursed once throughout the study period.

HEALTH INSURANCE
The Board will provide TZS 50,400/= every year to cover health insurance throughout the study period.

3.1 STUDENTS WHO WILL BE ELIGIBLE FOR THE APPLICATION OF SCHOLARSHIP IN MASTER DEGREE PROGRAM
Must be admitted with an entry GPA of minimum 3.8 to pursue Master Degree Program at the Nelson Mandela African Institution of Science and Technology. Qualified applicants will be fully sponsored at a rate of 100% according to the fee structure approved by the Institution’s Council in the respective academic year.

4.0 SPONSORSHIP DURATION
Students who have secured the scholarship to pursue undergraduate studies according to this guideline, will be sponsored for three (03) to five (05) years depending on the respective programs, and students admitted to pursue Master degrees will be sponsored for two (02) years ONLY.

5.0 TERMS AND CONDITIONS

The beneficiary has the responsibility to comply with the scholarship conditions as follows: –

• A student and parent/ guardian/ employee are responsible for reading and signing the Scholarship Agreement between a beneficiary and the Ministry of Education, Science, and Technology;
• A beneficiary is supposed to open a bank account in Tanzania for direct payment to a student.
• A beneficiary will not be allowed to change a program of which he/she has secured scholarship without a written permission from the Ministry of Education, Science and Technology;
• A beneficiary will not be allowed to postpone studies except for medical reasons that will be approved by the respective institution of study in writing;
• If a beneficiary will halt the scholarship opportunity before the commencement of studies, will have to notify the HESLB Executive Director;
• A beneficiary student will have to get registered in the Students Management System) accessed through https://scholarships.moe.go.tz/

6.0 POSSIBILITY OF NULLIFYING THE SCHOLARSHIP OPPORTUNITY
The Government through the Ministry of Education, Science and Technology may nullify the scholarship opportunity due to one of the following circumstances:

• If the student at any stage of studies decides to postpone studies for other reasons except on medical grounds until the following academic year; or
• If a beneficiary decides to transfer from a priority program in which he/she secured a scholarship without permission from the Ministry of Education, Science and Technology; or
• If a beneficiary is dispelled from studies due to disciplinary/ethical issues, suspended or discontinued from studies; or
• If a beneficiary scores a G.P.A of less than 3.8 for undergraduate students during the year of study, the scholarship will cease immediately.
• The Samia Scholarship beneficiary will be allowed to apply for a loan managed by the Higher Education Students’ Loans Board for the remaining period subject to the terms and conditions provided in the loan guidelines issued annually.
• If a beneficiary changes an institution or program to which he/she was admitted for the scholarship without written permission from the Ministry of Education, Science and Technology.

7.0 HOW TO APPLY
All scholarship applications will
be made through the Loan Application and Management System (OLAMS). All scholarship applicants are reminded to use the same Form Four examination index number that was used when applying for admission.

After completion of the online form-filling process, applicants will be required to download copies of the online application forms, sign the
relevant sections and upload them into the system.

8.0 LIST OF BENEFICIARIES TO BE AWARDED SCHOLARSHIP
The list of applicants who will be awarded the Samia Scholarship will be announced through their respective Student’s Individual Permanent Accounts (SIPA) used when applying for the scholarship or on the HESLB website:
www.heslb.go.tz after the scholarship is
approved.
