PROJECT SUMMARY
The Scaling Up Family Planning Project, which is funded by the FCDO, seeks to increase access to family planning services in both rural and urban regions. This will help women exercise their right to sexual and reproductive health and safely plan their pregnancies. The program combines a wide range of services, such as post-abortion care and care for victims of sexual assault, and it looks for creative methods to provide family planning (FP) services to young people, refugees, and persons with disabilities.
JOB SUMMARY
the project’s key finance processes, including sub-award procedures, consultants, budgeting, and financial monitoring and reporting, should be successfully led and managed by the project director. To assist other partner businesses in establishing sound, dependable, effective, and efficient financial management systems, the Finance Manager regularly offers technical support and training to the operations and project teams. He or she will collaborate with the project team to create the policies and processes for managing and administering the contracts and grants. In addition, s/he will oversee the grant funds and create financial reports for the project for contributors and submission to the agency’s headquarters in Washington, DC.
The Finance Manager works in a complimentary fashion with the Head of Finance
RESPONSIBILITIES
Budget, Analysis, and reporting
- Review and monitor the budget to support financial stability, efficiency, and value for money. Analyze spending trends and provide recommendations to team leaders and field colleagues on areas with significant over- or under-spending
- Review project budgets and monitor project expenditures in line with budget by maintaining a budget tracking/reporting system (Pipeline report).
- Work with teams to develop and coordinate the annual budgeting process
- Support technical staff to develop formats and procedures for submission of budgets and forecasts from sub-contractors and grantees
- Provide management & program staff with monthly reports and analysis as needed to help them manage their projects.
- Supervise and lead the preparation of monthly expense reports and bank reconciliation for submission to EngenderHealth / Washington DC
- Assist in preparing quarterly, bi-annual, and annual financial reports to HQ and donors as well as interim status reports as required.
Audit and governance
- Prepare the management response and corrective action plan for any management letter findings resulting from the annual audit.
- Coordinate and prepare audit schedules
- Manage all compliance-related matters including the development and monitoring of Corrective Action Plans, co-facilitating the monthly compliance team meetings (with the Project Director), timely submission of quarterly compliance reports to HQ, etc.
Sub-Grants Management
- Provide technical support and training to the participating program partner organizations to strengthen their financial and administrative capacities.
- Manage, monitor, and oversee all procedures for the development and issuance of grants and subcontracts with local partners.
- Manage, and monitor all procedures for management of the funds provided to project partner organizations.
Staff Management
- Supervise relevant Finance and support staff such as the accountants, Grants Officer, and Bookkeeper.
REQUIREMENTS
Must possess the following requirements with or without a reasonable accommodation.
- Ability to provide technical support and training in finance and administration.
- Knowledgeable about information technology systems, including business software
- Bachelor’s degree or other advanced degree in finance, business administration, or other related field. Professional certificate (ACCA, CPA) is mandatory
- Minimum 5 years of demonstrated experience in the administration and financial management of a large program of national and preferably regional/international scope.
- Proven experience in the development and implementation of systems for grants and grant monitoring.
- Knowledge of UK government funding rules and regulations, financial reporting, and disclosure requirements.
- Demonstrated skills in negotiations and effective communications with partner organizations and sub-grantees.
- Ability to facilitate decision-making processes and to build constructive alliances internally and externally.
- Exceptional interpersonal, teamwork, communication, partnering, and supervisory skills.
